   We hope to enlist DFL County Units and Senate Districts to voluntarily host local DFL Issue Forums during the non-election year of 2009. Many activists remember the day when issues dominated our caucuses and conventions. This is a way to focus on issues at a time when pressing election matters are complete.

   Interested CU/SDs would:

  • Choose their own issue or topic.
  • Host a local forum and invite area DFLers, elected officials and candidates.
  • Present information on the issue for common understanding.
  • Create discussion groups to find consensus.
  • Send delegates from their forum to a summit meeting with other CU/SDs working on the same issue.
  • Create a comprehensive, grassroots resolution for introduction at the 2010 caucuses.

   These forums provide an opportunity to have well-reasoned, comprehensive resolutions that are created from the grassroots of our party introduced at caucus. Today, as anyone who has run a caucus can tell you, the majority of the resolutions are either provided by special interest groups or are created on the spot with little or no scope.

   These forums give us all an opportunity to seek solutions to today's problems. Many of our party activists are involved because of one or more issues.  Plus, this provides local people with involvement and a sense of ownership in our party
